JoAnna Mendoza (AZ 06) is challenging a two-term incumbent who won by only 2.5% in ’24 in a district that Trump carried by a narrow 1-point margin. The race is rated a toss-up. Over JoAnna’s 20-years of military service in the U.S. Navy and Marine Corps, she deployed twice to Iraq, once to Afghanistan, and had the privilege of training the next generation of Marines as a Drill Instructor.

Sarah Trone Garriott (IA 03) is challenging a two-term incumbent who won by 4% in ’24. Her race is also rated a toss-up. Sarah is a minister, a mom, a nonprofit leader, and an Iowa state senator who flipped two seats from red to blue, then won a district that went to Trump in ‘24. She still preaches on the weekends.

Denise Powell (NE 02) is running in an open seat in one of just three Republican-held seats won by Kamala Harris in ‘24. The district is among the most evenly divided in the nation with a slim D+0.8 margin. Denise, a Latina, is a former corporate executive, small-business owner, health-care advocate, and public-school supporter.

James Talarico for US Senate (TX)

From Robert Hubbell “Trump dealt a serious blow to the GOP hopes of holding the Senate by helping toxic Ken Paxton defeat incumbent John Cornyn in Texas. Cornyn’s defeat creates an opportunity for James Talarico to be the first Democrat to win a statewide office in Texas since 1994. To be clear, any Democrat running for statewide office in Texas must be viewed as the underdog, but the 2026 midterms present a unique combination of a historically weak president, a corrupt Republican candidate, and a generational talent in James Talarico.” (May 28) Cook Political has moved this seat from Likely R to Lean R.

James is an eighth-generation Texan, former middle school teacher, and Presbyterian seminarian. As a state representative, he’s led the fight against the billionaire mega-donors and puppet politicians who have taken over Texas.

All of Us 250: Mobilization Call

This briefing is for progressive movement organization leaders, grassroots organizers, local, state or national campaign groups, and funders. Organizers with youth civil rights organization Get Free and activists with 50501, one of the core groups behind the No Kings mobilizations, have announced a national day of action called All of U.S. 250. Before the 250th Anniversary of America’s Declaration of Independence and days after expected Supreme Court rulings on birthright citizenship and the Voting Rights Act, Americans across the country will march and rally to repair our full history rather than erase it, celebrate the progress we have made through struggle, and commit to the work to ensure liberty and equality for All of U.S. America is at an unprecedented crossroads. At a time when our country should be coming together to celebrate all that we are, how far we’ve come, and commit to finishing the work to make America a place where freedom and equality are truly for all, a white supremacist faction is pushing our country in the opposite direction. The MAGA regime is in the midst of trying to whitewash our past so they can whitewash our future. We can see this in their attempts to not just erase the history of enslavement and genocide, but roll back hard-won civil rights victories. We refuse to comply. While they plan a whitewashed celebration of the 250th, we’re inviting Americans of all stripes on June 27th to provide an affirmative, positive counternarrative and demand equality over erasure. Juneteenth Festival-Worcester

De-ICE Hanscom is a coalition organizing peaceful standouts with the goal of eliminating ICE transport flights from Hanscom Field. ICE is using these flights to swiftly move immigrants out of New England in order to hinder effective legal representation. 

Coalition groups include Boston Workers Circle, Concord Indivisible, Greater Assabet Indivisible Network (GAIN), Indivisible Acton Area, Jewish Alliance for Law & Social Action (JALSA), Lexington Alarm, and Maynard Indivisible.

Block by Block – Phone Bank with SURJ! (Win Primaries for Progressive Champions in CA, ME & MI!)

We are now in a decisive phase of the fight against authoritarianism, the threat is real and the stakes are high. And people are fighting back. Millions have protested, and we’ve watched powerful organizing coming out of Minneapolis, Chicago, and other cities that have borne the brunt of ICE’s assaults on our communities. Mass anger exists, but mass organization does not yet exist at the scale needed to win. Movements become real when they reach millions: organized, trained, and acting together.

Come take action with SURJ! We’ll be calling voters about primary races working to elect progressive champions in key states and districts to ultimately take back BOTH the House and Senate this November. These races include:

  • Randy Villegas, who is a 30-year old son of immigrants and activist for immigrant rights in his area. He is an elected school board trustee in Visalia, CA and political science professor who is running to represent California’s 22nd congressional district, representing Bakersfield and portions of the central valley.
  • Graham Platner, who is a Marine, U.S. Army veteran, and oyster farmer running to be the next Senator to represent Maine.
  • Will Lawrence, who is an organizer and coalition-builder with experience speaking truth to power and getting results at the local, state and federal level running to represent Michigan Congressional District 7 in Lansing.

Context:

As Trump and republicans defund the social safety net and peddle more racist lies, millions of people are increasingly feeling the effects of the billionaire agenda. We know this fight is on multiple fronts, and this fall we have an opportunity to harness the energy of the streets and rising resentment towards November’s elections – to not only wrest power from MAGA, but to put candidates in office who are willing to stand up to Trump and fight for working class people. BOTH the House AND Senate are in play for Democrats to take back control and this year we aim to put progressive working class champions in a position to WIN.

For the last six years, SURJ’s phone banking program has grown to be one of the strongest in the country, reaching millions of working class people with our vision of finding our shared interest in standing alongside people of color and rejecting white supremacy. This year is an opportunity to deliver strategic blows to the MAGA agenda and throw down a gauntlet to force the Democratic Party to reckon with true progressive, working class fighters.

To do this, we’re focusing on key House districts in California and New York between April and June in addition to a critical Senate race in Maine. In July and August we will shift focus to primaries for key House districts in Minnesota and Michigan.

These races will affect millions of working class people this year. Our work on Primary races this spring and summer will set us up to add more progressive champions to the halls of congress and take back power this November. We will continue to build power to stop MAGA, by supporting unapologetically progressive working class champions. Alongside our partners across the country, this is the time for our movements to offer a bold vision and bring our people into it.

The Redistricting Battle

What is the Democratic chance of regaining the majority in the US House after Republican redistricting and the SCOTUS Callais decision allowing Southern states to eliminate Black congressional districts?  Let’s look at the factors in play.

There is a historical pattern of the party in power losing control of the House.  In 2018, we flipped 40 seats Blue.  Will that principle hold in 2026 after all the redistricting maneuvering?  Keep in mind that this year, we only need to flip 4 seats Blue to regain control.

Gerrymander or Dummymander?

Texas started the wave of mid-decade redistricting, traditionally occurring after the census.  They redrew the maps to increase their 25-13 advantage to a 30-8 Republican advantage. Mapmakers created five additional Republican-leaning seats to protect the GOP’s House majority.   

How did they choose the new maps?  Mapmakers used statistics from the 2024 election when the country lurched to the right and Trump’s numbers in Black and Latino men surged.  They assumed that these voters have permanently moved into the Republican column, no matter what happens.  

These maps were created by moving Democratic voters into traditionally Republican districts.  Essentially, they traded 25 relatively safe seats for 30 more contestable seats.  

A “Dummymander” occurs when redistricting accidentally benefits the other party.  The new Texas districts contain Black and Latino men that swung Republican in 2024 and many more consistent Democratic voters.  After DEI attacks, voting suppression and ICE abuses, it is not a given that minority swing voters will stay Republican.  It is entirely possible to still win those seats and negate the advantage Texas tried to enshrine.

Louisiana v. Callais

In fact, SCOTUS’s partisan intervention so late into the election season was in part due to the realization that the five seats in Texas were not certain.  The Roberts court continued its vendetta against The Voting Rights Act of 1965, allowing states to eliminate “racial gerrymandering,” the practice of ensuring proportionality of representation to population.

The free for all that ensued afterwards – when voting had already started in some states, created a possibility of 6 to 7 more districts weighted for Republicans.

At the same time, it guaranteed minority anger and mobilization: civil rights groups like Black Voters Matter, rapidly organized mass rallies, protests, and localized voter drives across the South (such as the “We Got Us” tour in Alabama) to directly counteract the ruling. 

Generic Ballot

Ahead of elections, pollsters estimate the mood of the voters in several ways. They ask questions like: Is the country moving in the right direction?  What is the most important issue to you and your family?  If the elections for U.S. Congress were being held today, would you vote for the Republican Party’s candidate or the Democratic Party’s candidate for Congress in your district? 

The last question is what is called the “generic ballot”  The generic ballot is a political poll which asks not which candidate you plan to vote for to represent you in Congress or for president, but rather which political party (Democrat, Republican or Independent) you would vote for if the election were held today.

All the democratic victories in special elections the past year are proof that the generic ballot is measuring the mood of the electorate.

The generic ballot is the best indicator of future elections, and currently Democrats are +11 in the generic ballot.  That means that if a Republican won his seat last time by less than 10 points, his seat is not safe.  

Keep Calm and Carry On

All the gerrymandering that Republicans are rushing to enforce may be for nought in this political and economic climate.  Democratic voters are energized by the regime’s actions in immigration, foreign wars, and racist voter suppression.  Swing Voters are disillusioned by corruption, inflation, and the price of gas and food.  MAGA voters may stay home and not transfer their fealty to Trump to other candidates.

Robert Hubbell concludes,  “We cannot rely on Trump and Republicans to defeat themselves, but after a week of bad news on the gerrymandering front, it is appropriate to recognize that Trump’s historic unpopularity is the dominant factor in the midterm elections. Trump’s unpopularity will overwhelm the GOP’s gerrymandering successes.

That fact does not mean that we can relent. It does not mean that winning the midterms will be easy. But it does mean that we can reject the defeatism being peddled by many in the media. Yes, gerrymandering matters. But it will not decide the midterms. Voters will. And Trump is doing his best to alienate voters of every political persuasion.”  (May 13)
